Attorney General’s office: Served as Assistant
Attorney General for twenty-five years (1978 –
2003) in the legislative office. The legislative office
gives legal advice to members of the General
Assembly on a wide range of issues, including on
municipal home rule and other municipal law
matters. Other legal work included serving as
counsel to Maryland State Archives. Retired at end
of June, 2003.
Department of Legislative Reference: Moved to
Annapolis from Washington in 1975 to join staff of
the Department of Legislative Reference. In addition
to drafting legislation for State legislators, served as
counsel to a committee of the Senate.
Library of Congress: Served for four years on legal
staff of Congressional Research Service responding
to inquiries from Senators, Representatives and
congressional committees. Previously served for
about one year as writer for labor law reporter of
Commerce Clearing House. (Washington, D.C.)
